Dylan Chong Foo Siang

Biography

Dylan is the founder of Dylan Chong & Co, based in Damansara Jaya, Petaling Jaya, Selangor. He works with Associate Professor Dr. Choong Kwai Fatt on tax appeal cases and strategises tax planning for his clienteles.

Dylan is the co-author of Practical Guide on CLP Civil Procedure (2019), published by PY Solutions, with tax expert Associate Professor Dr. Choong Kwai Fatt. He also assisted with the research on the All Malaysian Tax Cases (AMTC) publication by Sweet & Maxwell.

He has represented clients in various tax appeals before the Customs Appeal Tribunal and the Special Commissioners of Income Tax — on GST disputes, defending tax summary judgment, expenditure deduction under Section 33 of the Income Tax Act 1967 for construction companies, and tax evasion under Section 140 of the ITA 1967 for directors. He has also assisted large-sized audit companies to convert from partnership to Limited Liability Partnership.

As a licensed Company Secretary, Dylan advises business owners on Companies Act 2016 matters such as shareholders' disputes, disposal of properties by a company, and directors' liability under Section 75A of the Income Tax Act 1967.

Dylan has represented prominent public figures, including a former Deputy Minister, Dato Lee Chee Leong, as well as chief executive officers of public listed companies and private equity investors in civil and corporate litigation matters.

He has worked with major developers such as UEM Sunrise, Exsim Group, Glomac Berhad and Weststar Property on residential and commercial projects including Mossaz, AVA Residency, D'Series (Damansara Perdana), Millerz, D'ivo, Zefer Residency, Serin Cristal Residency and Serin Residency. He has handled and perfected more than 300 residential property cases, including consents with the Sepang, Petaling and KL Land Offices, and handles probate and letters of administration, drafting of wills, trust deeds and powers of attorney.

Beneath the tax files and the title deeds, what Dylan values most is family. He has seen what an unplanned estate can do to one — and what a well-planned one can quietly preserve. His measure of a matter done well is not simply that the property passes, but that it passes peacefully: every wish honoured, every family member heard, and everyone still able to sit at the same table afterwards. It is the belief the whole firm is built on — 家和萬事興 — when the family lives in harmony, everything prospers.

Dylan was a recipient of the UGRAD Scholarship established by President Barack Obama, studying abroad at Grand Valley State University in Michigan, USA in 2013.
